Graduation fee is unjust, unwarranted

I just received a bill from the business office for a $50 graduation fee. It is less than a month before graduation, and now they want to squeeze a smidgen more out of me. Have the higher ups not seen that SLU students successfully protested the timing of their grad fee, which actually was applied two weeks before ours? Now the fee is waived for them entirely.
I filed a petition to graduate toward the beginning of this semester, so why can't they have the decency to apply it then? Why can't all of this be applied as another fee in the tuition, so it is taken care of all at once? I hate those fees too, but at least I have come to expect them. I don't recall seeing this fee printed anywhere. At least forewarn me and give me a bit more time to pay it.
It may only be 50 bucks, but they already have over $60,000 of mine that I will be reminded of for years to come.
