Cost is not reason Meyers passes on pact

The article on my declining to sign the emissions pact got it wrong. Yes, I declined to sign it, but cost is not the main issue. The issue is the inability of institutions to monitor many of the requirements of the pact.
Signing a pact agreeing to do certain things without the ability to monitor those requirements accurately in the pact is a waste of time. I'm willing and eager to sign a pact if the issues can be monitored accurately.
